What a great question. Right now, I would have to say Hall because his speed is his greatest weapon and Vick is not as fast as everyone thinks. However, in his prime, Randy Moss without a doubt was the fastest player EVER in the NFL. We will never know how truly fast he was because he never put forth 100%. Running at 80% he was already faster than everybody, just imagine how great he would have been had he tried his best.

Fabian Washington ran a electronically timed 4.25. Randy Moss supposedly runs a 4.25. Fabians is the fastest legitimate time. All faster times have never been proven verbaitum. Although, just by watching him, it's pretty much consensus that Darrell Green was the fastest guy ever (supposedly running a 4.2 @ age 42, a 4.15 in his prime). The Ismail brothers supposedly ran sub 4.2 as well (and they were visually fast, so it's not a huge guess off). Deion Sanders was very fast, as was Bo Jackson (but his times have been greatly exaggerated).
Of those you metioned, I'd say DeAngelo Hall is the straight fastest as of now. However in football agility (the ability to quickly change direction .....aka, juking guys out) is much more important, and Dante Hall and Hester have a LOT of that (Champ has pretty good agi. and good "hip rotation" too --why he can run w/guys on their routes so well).

definately not Vick he only seems really fast b/c he is being chased by d lineman and linebackers
he could never hang w/ The Halls or Hester or Bailey , maybe w/ the mosses, though

There is no clear-cut fastest right now.
5 years ago, there was no doubt that Joey Galloway was the NFL's fastest player, it was just glaringly obvious. Incredibly, he still might be today.
If I had to pick, I guess I'd go with Santana Moss. He can burn.
Hester, Hall, Moss, and Bailey's speed are all greatly exaggerated.
Hall and Vick are very fast.

In todays game, I'd say DeAngelo Hall or Michael Vick have the greatest flat out speed.
As for all-time, "Bullet" Bob Hayes was the man!

He's not in the NFL yet but Ted Ginn Jr. has got to be. Before choosing to play football at Ohio State he was considering running track at USC. He runs the 110 High Huddles and actually has Olympic aspirations for 08 in Beijing. As a senior in high school he had the fastest 110 HH time in America. It's hard to answer this question. There are so many ways to measure it. All out speed, field vision, ability to make people miss. As a whole, I would pick Devin Hester. He is quick and avoids tackles. However, Vince Young is up there. If you watch the play he beat the Texans on, when his head turns back, he is flying. I've followed Vince's career, and I've never seen him have to sprint. That run was the fastest I've seen, and I'm sure he can go faster.

Devin Hester, people.
People wanted him as an olympic sprinter.. vick doesn't have that 40 speed any more. Hester took this spot over, hands down.
