There's two answers.

Mont Blanc at 4808 metres is the highest mountain in traditional Europe and is located in the Alps. The Alps straddle the borders of Italy, Switzerland and France with Mont Blanc being on the French / Italian border.

Since the collapse of the Soviet Union the highest mountain range in European territory is now the Caucasas of which Elbrus at 5642 metres is the highest point. The Caucasas straddle the border between Russia and Georgia with Elbrus being wholly within Russia.
