Maritime Salvage Laws say yes, within limitations, you can claim salvage rights if you do get it to the surface and do get it ashore. You do not have the right to go and take the cargo of a boat that has gone aground. You can claim salvage if you have to do more than a simple tow. If you have to do things to keep it afloat, if it required pumping out.If you got it off the bottom. You have to declare your intentions to the owner and it goes to court. If you find an abandon boat or on the bottom you have to put in a salvage claim . Some states require if you are diving on a wreck, they get part of the haul.

If the ship is in International waters, yes... if you make a claim and initial recovery from the boat, always make a recovery tho or you can be screwed royally (ask Bob Ballard). It can get very complicated tho, so have a good attorney before hand...
Inland lakes/seas are governed by the state or states/counties surrounding them.

Each country and or state has their own laws regarding Salvage operations,,,and most of the time,,you have to be a licenced Salvage operator.
Check with your local Harbour Control.

i believe a certain amount of time must pass after wrecking before it can be claimed by just anyone
