"The Department of Meteorology at Florida State University has the largest and most complete meteorology program in the southeastern United States".

Also, I don't think MIT or CalTech offer degree programs specifically in Meteorology. Their programs seem to be more interdisciplinary.
Never assume the most famed schools have the best programs...

Syracuse...because they also have a great broadcasting dept. with their own radio and tv stations...
