They are for attaching to connectors mounted on the front of your case, or for hiding a usb device inside your case.

Your case will probably have two front USB ports. You connect them to this. Some 3.5 internal card readers also connect to the USB auxiliary pins. That makes three used up and the last one - If you bung in a supplementary I/O USB card then it MAY have to conect to free pins on the mobo.
Be very careful when connecting. Not all plugs and sockets or even cable colours are standardized. You have to know where power and earth is and where the other pins go. Look at both your Mbo documentation and the docs for whatever you want to connect to the usb pins - like case or card reader. You may need to cut the wires or get an adapter. Finally the number of pins may differ as well. Read the docs.

You misunderstood. if you buy that, you have 4 USB ports to put things in. It is a PCI card.
