There are some GREAT songs that you have to move to. The young ones will follow your lead and it is alos a great way to slip in some exercise for you. My favorite song is the tuto tot. It tells you excatly what you are to do. It also helps the kids learn their body parts.

Play play-do. Get blank newsprint and have them lay down. draw their outlines and have them color them in. Get some paper to be reused (don't use fresh). Give the kids a bottle of glue, acrylic paint, sponge brushes, and glitter. Watch the masterpieces appear. Make sure to protect the area and either have the kids naked or covered in an adult size old t-shirt. Get pony beads and make necklaces/bracelets. Get construction paper and rubber stamps and ink. Make birthday and thank you cards. Have them help stir cake batter (it needs a lot of stirring) and make a cake. Making tortillas or graham crackers is fun too because those things need a lot of kneading. Make salt dough ornaments and let the kids paint them. I know a two year old whose favorite toys are a ball of yarn (about 8- 10 feet) and matchbox cars. (yes this child is normal and well developed). He also just discovered the fun in making designs by eating out the center of a piece of salami (bologna would be larger and cheaper).

There are various crafts. First, you can make Name Art, which is you right your name in the center of the page and you color around your name, and of course, this isn't a craft but play games with them like Hop Tag, where you tie their legs together and they tag each other, and etc.

Put up some big sheets of paper on the fence outside and get them to paint. make sure they have smocks on so they dont get paint on them.
Use macaroni to make necklaces or paper art.
go for a walk with them getting them to pick up leaves and sticks and make collages with them when you get home.
Make up a huge thing of playdoh and let them run wild with it
Colouring books from a $2 shop with crayons.
The list is endless, remember kids love the small things. Find some big boxes and make cars out of them, or a house to play in.

Consider making cookies with them. Recipes for cookies that are rolled out can make fun projects when you let them help you measure and mix (yes, my 2 year old granddaughter helps with this), and then let them roll or pat out pieces of dough. Trace their hands or use cookie cutters and let them decorate them with candy (coated chocolate or peanut butter candies, jimmies, and such) and bake them. Refridgerator doughs can be rolled into snakes and coiled and shaped or two colors of dough can be twisted together for fun. Much better than play dough, because they can eat it safely.
One good no-bake recipe for a confection is to take 1 c of peanut butter, 1 c of honey, and 2 c dry milk powder and mix it together. Let the kids do this. Then let them roll it into balls about an inch wide and roll it in crushed cereal or jimmies. They then have a treat for everyone.
Let them make paper chains. Get a ream of construction paper at an office supply store and ask them to cut it into 1 1/2 inch wide strips across the width of the paper. Then let the kids color the strips with crayons. Use a glue stick (the older kids can probably do this under supervision, you'll need to help the little one) to put the ends together. See who can make the longest chain. They can hang them in their rooms from the curtain rods or across their beds.
Make paper bag puppets. A paper lunch bag is a great thing to draw on, making a face on the bottom of the bag and decorating the body. Again, a glue stick will let them put construction paper clothes on. And you can decorate them with colored sugar (safer than glitter for the little one) too.
Teach them how to make beads with self-hardening clay (you poke a hole through them with a bamboo skewer) and let them use elastic thread to make bracelets with.

water color is fun to do as long as you have an area without carpet. just sit them at the table or high chair and let them go. Also, if you have access to a paved driveway or porch area, they love sidewalk chalk too, of course in the winter some areas are too cold to be outdoors. Finger paints are also fun for them.

Maybe you could try macoroni art. Instead of using glue, use cheese. make sure the area is covered. It will help the kids express their premature artistic ability. Hope this helps!
