I'm not sure what you are asking, but if you are asking if you need a lawyer to file for social security benefits, then the answer is no. Your friend should be able to file for benefits with the local Social Security Office, which they can look up on http://www.ssa.gov. They can also call the Social Security Administration (SSA) to make a claim (1-800-772-1213) or, depending on the type of benefit, file a claim online at SSA's website.

If however a claim is denied and your friend needs to appeal a decision, it would be a good idea to seek out legal assistance. You probably don't need a lawyer to file an appeal, but your chance of success will be much better if you have one. Legal Services in your community can probably help, and will be low cost or free.
