Because the batteries are only half full, they will only work half the time.
just kidding.
There may be a source of interference like power cables, metal desk or something else causing the intermittant operability.
Try locating the wireless transmitter closer to your keyboard and mouse.

There are batteries in the mouse and in the keyboard. The interface is powered off the USB port. I suggest you get some rechargable batteries(AA) and a charger. KB usually takes 3 batteries, the mouse 2.

If left for more than 3 minute with out interaction the pair cut out to save battery life. By simply clicking and pressing space bar the two should reactivate.
Ensure that battery level is above half and that you remove all metal away from the area.
You may also need to "re connect" the devices to the usb by pressing the connect button located on both the mouse and keyboard and the connection hub.

Try either changing the batteries, or changing the channel that they are running on, to do this simply press the button on the receiver, than the button on the bottom of the keyboard and mouse. if this does not work they may need replacing.
