I have blue eyes too and I find I get the most compliments on them when I am wearing soft browns or rust color eye shadows- these colors will make blue eyes really POP!
Use brown eyeliner -which is much softer than black. Brown also will make them pop and be beautiful. Black is too harsh and will "take away" and be too distracting from having the blue in your eyes noticed.
Eyelash curlers are good. Prescriptive "False Eyelashes" Mascara is by far THE BEST mascara out there. A little more pricey, but worth it. It's real mascara and makes eyelashes appear much longer. Proper application can take a good 5 minutes per eye. You might want to investigate proper mascara application techniques to get the best looking lashes.

use a little bit of light blue eye shadow that matches your eyes. But not too much. also put black mascara on your lashes it will make your eye color pop
