He can't. If he can't be effective in a Republican congress, then he has no hope. Which is a good thing by the way.

He wasn't very effective with a neocon controlled Congress, why would he be more effective with a Democratic controlled Congress?
He might have a slim chance of some good to come from his administration but he would have to cooperate with Congress and I just don't see him doing that. He'll get his usual smirk and dig in his heels.

He'll have to aim for the center, and/or be willing to give in to some of the agenda items important to the dems. Same way Clinton did with a republican congress.

How can a democratic congress be effective ith a republican president. Don't forget, Bush can veto any bill he wants. End of story.

If a Republican president is a failure in an all republican congress, I would bet on "no" being your answer.
It isn't the party, it is the person and their policies (or lack of same) which dictate ability to work together.

the Congress is still pretty balanced. The democrats do have a few more members, but not enough to override the president's vetoes.

I believe one way is to get overwhelming public support. In other words bring the issue to the people. Congress hates that.
