Your teacher is probably trying to see how creative you can be in your writing.
Perhaps you could start with saying if you had just inherited millions of dollars and for the first time in your life where you live is not a matter of what you can afford.
Say you decided to make two lists stating the pros and cons of living at the beach or in the mountains and actually put your lists iin the essay.
Sum up your decision at the end of the essay.
There is a little saying about writing a good story summed up this way:
Tell them what you are going say(The opening)
Say it (The body of the story)
Tell them what you told them (The summery)

More than likely it's not the points you are making that your teacher isn't satisfied with, but the style in which you wrote it. Be sure to write in a comparison form. (search on-line or better yet check for notes or examples from class.) It's very important that you kind of ping-pong back and forth with the points you are making. Stick to the formula of the essay and you should do fine. Again, look in your text or on-line for this specific style of writing. Also, always throw in higher level vocabulary. Use a thesaurus. If you tend to use words like: good, stuff, nice... you are sure to get a average to below average grade. If you are writing about locations, take 5 minutes and brainstorm every descriptive word you can imagine for each. Take those descriptors and look them up in the thesaurus. You will be amazed how persuasive expressive language is. Good luck.

Your teacher also has run out of ideas. What exactly are you supposed to be learning with this essay?
Hand in a blank piece of paper, tell her it represents the futility of wishing for things that can never be.
Either you get an A or an F, no middle ground on this one.

talk bout yu personal view more and talk about if someone is being suspicious, then they can search there locker or if adults here things then teachers have the right to search lockers but if they just randomly search lockers students will feel like the teachers are better then them and the teachers don't trust them it is a invasion of privacy and people need there Space as long as they aren't doing anything destructive they shouldn't do anything and it is only fair to search lockers if they have proof of something gong on or else kids wont feel safe they will feel like everyone is bringing in terrible things to cause the locker search and ultimately they could lose students because of them being scared or feeling untrusted and betrayed by teachers

just write your paper as a question. Ask you teacher what she would like to do. then give information about the mountains and the beach.

Maybe she is trying to get you all to pay more attention to your techniques of writing rather than the subject matter.
Be careful with your sentence structure and follow the rules of composition instead of worrying so much about using new ideas.

Go with the undecided route.
Using that, you can further your explanations. Use LOTS OF DEWSCRIPTION AND FEELING WORDS!! Talk about upsides and downsides for each. I know this won't help THAT much, but still.
