To my surprise, I found this quote "Oregon's law on public nudity is clear - it is not public indecency unless the person engages in sexual intercourse publicly or attempts arousing sexual desire with their self or another person." in an article from KOMO in Seattle (http://www.komotv.com/news/local/5820376.html). But by the same token, I have lived in Oregon for a very long time and have never run into the problem described by the people in this article. I also see that Ashland is in the process of passing a public nudity law, so the state may well have laws changing in the near future.

What I have seen is more closely described by this Court of Appeals case, where new residents unknowingly purchased land next to a nude beach. The way the case was handled is typical of how Oregon tends to deal with problems of this nature.
