Opel is a European manufacturer partially owned by GM. Opel was also sold along side Buick back in the late-70's and early-80's

If you mean Opel (Adam Opel GmbH), it's owned by GM, and is one of their European brands (along with Vauxhall and Saab). They bought it decades ago, and briefly lost control of it during WWII.

Opels, notably the Manta and GT, were briefly sold in Buick dealerships in the United States in the 60s and 70s, but not thereafter. In the US in '75, a vehicle designed by Isuzu was also sold by GM as the Buick-Opel, but only briefly. The brand continued in Europe and (for a time) Japan.

Today, Opel is the main European brand for GM, competing with Ford of Europe and similar manufacturers. Their car designs are cloned for Vauxhall, with slight differences to appearance and trim (and a switch to right-hand-drive) for the UK market. The Saturn division of GM (US-only) will be using Opel designs for some of its vehicles (including their new Astra).
