So much of it depends on what it is YOU want from life. I have lived in SoCal all my life, but moved to Oregon several years ago....and moved back to SoCal. The major difference between Washington/Oregon and SoCal is the rain. Rain rain rain. It is green for a reason!!! Don't plan on sunshine too many days out of the year.... when it DOES shine, it is beautiful!!! But you have to take care not to suffer from SAD (Seasonal Affective Disorder) because you aren't getting the sunshine you are used to.
Colorado is gorgeous - you will deal with more severe weather changes than you get in SoCal.
Utah? Depends on where you live.... but it too has the weather changes that Colorado has.
Job-wise... Oregon & Washington are booming... so is Colorado for that matter....
Family-wise - All are wonderfully safe places to raise kids...for the most part (you've gotta use some common sense here).
Things to do? Ahhh... this is where it gets sticky. Unless you absolutely LOVE the outdoors and all it has to offer, you are gonna get bored... nothing on the west coast can beat SoCal for tons of things to do.... you will go through withdrawal not having a mall within walking distance or movie theaters at your disposal or something to do on the weekends that doesn't involve hiking boots and a healthy set of lungs.
Good luck! My opinion is this.. move to a major city in any one of the states and you will strike a balance between the rural and city life... Seattle, Portland, Denver, Salt Lake City....
But whatever you do... change your lisence plates on your car the MINUTE you get there... they will label you a Californicator and resent you coming into THEIR land....

So much depends on whether you like city life or country life, whether you need a specific job market, schools if you have kids, nightlife and culture, or solitude. It would be very hard to generalize because all these states offer all of the above. There are pros and cons to living in all these areas. Hone in on certain aspects of your life that you're looking for and ask more specific questions so you can get better answers!

It all depends on what you want out of life.
Utah is a great place to live as long as you understand a few basic facts.
1) The majority (barely) of the population is Mormon and conservative
2) Utah is a democracy, therefore most of the votes cast will be by Mormons for people who share their conservative values
3) Utah's government is therefore nearly all Mormon and conservative
Given this, you can do one of two things when you get here:
1) Understand the previous principles, accept them as the facts, and enjoy your life here in the greatest combination of mountains, desert, sky, and water in the world with great, albeit conservative, neighbors who love their kids and will go out of their way to bring you a fresh batch of cookies every Christmas.
OR
2) Try to change things, fail, be forever unhappy here, and hate your life, your dog, and your kids.

I don't know why people in SoCal would want to move to any of those places. WA and OR are rainy and cold most of the year and not nearly as trendy. Utah is wayyy more conservative than SoCal. CO is cold and snowy and not terribly better than UT (except in like Boulder maybe).

You'll hate it anywhere you go. Living in So Cal doesn't prepare you for winter anywhere else.
This morning I had to use hairdryer to get my car door open cause it was frozen shut. My feet just dried off from the snow that melted all over my shoes.
