For the same reason alcohol is sold in supermarkets eventhough it is prohibited to consume it there.

Because cigarettes and alcohol are very much like gasoline to us addicts. Firstly, gas stations are literally everywhere so selling smokes there makes it easier on smokers no matter where they are. Gas stations never close, while smokers may run out of cigarettes at ANY given time... dedicated smoke shops that were open from 9-5 would only be useful 1/3 of the 24 hour day... and during the hours most people are stuck at work nonetheless. That's why gas stations are mostly 24/7... somebody somewhere ALWAYS needs gas no matter what time it is, and smokes!

Like gas, a consumer of cigarette's has a "gauge meter" of 1-20; 1 being empty and 20 being full. Both gas and cigarettes have that constant demand for supply, so when one notices their meter creeping up on Empty or their smokes dwindling to less than 5 the urgency is there to stock up on more; gas or smokes. By combining the two, that urgency marketing can make one think "well I may still have half a pack left, but might as well buy another since I'm at the store for gas... " or visa versa... "well I have half a tank of gas but I need smokes... may as well get more gas too while I'm there". It's like a synergetic urgency complex.

Cars will always need more gas, and smokers will always need more smokes. There is no limit to this cycle other than quitting or death, or conversely, your car breaking down. All in all, the similarities of supply and demand and 24/7 access to cigarettes and gas is uncanny.

Many things are sold that cannot be used on the property that it is sold on.
You cant drink alchohol at the liquor store, use a hand gun at a gun shop, or start up a chain saw inside walmart.
