Ok for the cradle cap...everyone said use oil...but then I had this oily headed baby that needed another bath...and that was just a big pain...like I had any spare time on my hands...lol
What I ended up doing was using baby lotion and a little baby hair brush...it worked great and I didn't have to wash off the lotion...

Try using Just For Me conditioner. Dont wash it that often, as our hair doesnt need as much washing as some other cultures do. Since she is a baby however, use baby oil. I started to use JFM on my kids when they turned one.
As far as cradle cap, keep rubbing it with the baby oil, it will lessen after a while. Brush it with a soft brush. NEVER use a brush with those little balls on the ends unless it is on a brush with soft padding. Dont use rubber bands unless you get the non breakage ones. Just use terry cloths binders in her hair.
When she is older use Pink Oil Moisturizer.

Have you tried baby oil? They make baby oil gel that's even more mouisturizing than the regular oil. While my son isn't black we have issues with dry skin...and ecezema. I don't put the oil on his face but on his legs and arms where it's really dry. Especially his elbows and knees.
As far as cradle cap...we used Mustela foaming shampoo for newborns. Just be sure to get the scales loose. Also, rinse really well after shampooing. Sometimes leftover dried shampoo causes a cradle like cap around the ears.

I have one solution for both your questions. Baby oil. Rub a little baby oil on your babys hair and scalp and gently brush with a soft baby brush. This helps with the flakes and is good for the hair. Do this once a day and the cradle cap will improve.

My mom recommended olive oil for my daughter's hair and scalp. She didn't have cradle cap, but some dandruff/flakes. I massaged her scalp with olive oil and used in infant comb laid to the side and GENTLY removed scales after oil was on scalp for a while. Now, I pour a little olive oil in my hands and dabble the brush in it. I brush her hair with the oiled bristles and it leaves just enough without over oiling it.
It works well for us.

Baby oil is the best at that age!!!Dont use mayo for her ,She is way to young all that will do is make older peps hair shine better and stink.

Olive oil works well for craddle cap. I don't put moisturiser on my sons hair.
