there are many difference between the United States and French Government, the most apparent being that the US is a Presidential System, meaning that the Executive and Legislative branches are seperate and that each is directly elected, whereas the French have a Semi Presidential System. This means that France has both a directly elected president, with specific executive duties and a parliament that indirectly elects a prime minister.
In general, the French President has been notably stronger than the Prime Minister. The exception to this rule has been in periods of "cohabitation", when the Prime Minister is from a different party than the President. In these situations, the influence of the Prime Minister increases greatly. This has rarely occured in Fifth Republic France.

The US govt is one that does reflect the majority. and in America the majority is Christian. in France the majority is secular as a result you have a cultural conflict reflected by a Govt conflict.
The secular run Govt of France reflects secular ideals while the govt of America reflects Christian ideals.

So thats basically it.
