Yes they can. Stamps are not considered currency so they can tack on whatever type of convenience fee they like.

Yes, if they want to make any money handling stamps. They have to pay the USPS .39 per stamp, just like you and I would have to pay.

Not really. I do remember when there were some breast cancer awareness stamps being sold for higher cost with the profit going to cancer research. But if you are talking about ordinary 39¢, then the answer is no.
