It is basically professional attire that they'd like you to wear, although if you've ever been inside of a Wal-Mart and glanced at their employees you'll see not everyone follows this.
Those who work on the sales floor are required to wear slacks, khakis, or suitable sweats. Jeans are only allowed on Fridays and that is ONLY if you donate one dollar to the Children's Mercy Foundation.
Those who stock, unload, or work in the back are allowed to wear almost anything as long as it is appropriate. Jeans ARE allowed as are sweats and tank tops.
Flip flops are NOT allowed ANYWHERE. They have qualms about boxes falling on toes or heavy objects smashing feet. No brainer there.
Holes are not allowed in jeans, spaghetti straps are not allowed anywhere, dresses and skirts are suppose to be only three inches above the knees and no shorter, and facial piercings aren't allowed either.
It's honestly common sense. Dress appropriately for the job.

The majority of Walmart Associates wear a blue top and khaki's. It's the professional look. Jeans are only worn if you're working in the backroom. I am a receiving associate and this is the only position allowing jeans. Rarely is jeans an option for special occasions. When it's "casual", they refer to a top... but it has to be appropriate. No skulls or anything disgusting. Something nice would suffice. Again, people working in the backroom is the only spot where you're allowed to wear jeans. Probably because this is the position with the least interaction with customers.

There really isn't a dress code for Walmart. You can dress casual. They used to give employees a hard time about body jewelry. They used to make you take out facial piercings but they have loosened up on that policy. They make you wear a silly blue vest that says "Can I help you?"
Trust me you don't want to work there. It's minimum wage unless you work overnights doing night receiving/stocking and you bust your butt doing the work...and some of the stores make you do the dreaded Walmart Cheer....ARGH!!!!

If you work days or evenings then you can only wear jeans on Fridays if you pay one dollar. If you work nights you can wear whatever you want(jeans included). This being said they are changing the dress code in many stores to "kacky" pants and royal blue polo shirt for everyone at all times. And they are phasing out the vests(thank god)

Regular blue jeans can be worn by those who work in Receiving/Backroom, Lawn and Garden, Overnight stockers, and cart pushers. Everyone else must wear either khaki or black pants (they can be denim), and navy or white collared shirts. No piercings except for the ears are allowed, and tattoos must be mostly covered if not completely covered. Sweats, tank tops, turtlenecks, hoodies, and skirts/shorts that do not reach the top of the knees are not allowed. Women can wear capris if they are in the correct colors.

I have seen many employees wear jeans at Walmart, if they are in the back rooms. Most that deal with the public wear "business" causal.
