Lawyers have more prestige than engineers for some strange reason. Likely because some do make a ton more money.

However, kids are becoming lazier and lazier. Science and engineering are hard. Law schools take any major, so you can have a major in underwater basketweaving, get straight A's, and go on to a good law school.

It's the path of least resistance.

Law is perceived as providing more money & status. Plus, we are becoming more of a litigious society.
