Any place on the planet has the potential for earthquakes. But, yes, some places should be avoided. Here are some samples and places:

The best bet is not to build on low-lying, sandy soil, like what is found in dry lake beds or active or inactive flood basins or plains. These areas are prime for liquifaction. Just because the surface is dry doesn't mean there isn't a lot of water not too far below the surface.

Earthquake resistant buildings are to be considered for several factors. Important factors are. Soil condition :-it should not be loose are reclaimed soil where the amplification factor will play a major role. Next is the frequency factor. The earthquake will vary from 0.5 to 15 Hz.It should not match with the natural frequency of your building. You have to refer your past records to asses the probable frequency of earthquake in your area. Avoid plate boundaries for earthquakes and volcanic eruptions.
Avoid loose or soft soil and landfills for obvious reasons.
Avoid steep slopes or slopes that have smaller soil particles for the same elevation to avoid slope faliure.
Avoid places without good drainage systems.
