This time of year is hard on turtles. They NEED to either be warm (about 80F usually) or cold (about 40F)- awake or hibernating. If their tank is not heated, winter tends to put the water temps in-between those areas and the turtles waste away, don't eat right, and die.
A hibernating water turtle will be hiding in mud underwater, tightly tucked into its shell, resist having a leg moved and will retract its leg if pulled, and feels 'alive'.
A dead turtle is sprawled, does not move, does not resist being pulled on, and feels light and inert.

Although it sound really gross, poke your finger in his rear end - not hard. See if that causes Turtle to move his head out, or move his legs. When all else fails, you can take Turtle to a reptile specialist. Different breeds have different actions, so it could be hard to tell. On one hand, keeping a dead turtle in a warm place doesn't hurt anything, unless he starts to smell, just in case he is hibernating. If you throw away a live turtle or bury it or whatever, it's kind of sad.

A blonde goes into a nearby store and asks a clerk if she can buy the TV in the corner.

I'd say if his legs are sprawled out he is probably deceased. I'd take him to the vet to be sure though. If you don't want to do that, just leave him alone for awhile. If he starts moving eventually he is alive. If he starts stinking he's dead.

Maybe you fed him something poisonous. Maybe it was just a health defect, but to be sure I'd take him to a vet. Then you'd be able to tell. Is there any way you could check for a pulse?
