I had measured 10 VAC between neutral & ground.
Questions:
1. What voltages are considered an O.K range.
2. What should I check for best results for neutral & ground connections to achieve max. operations.

Not ok. Neutral and the safety bond (ground) should show 0Vac difference. Line to either of the other should show your feed voltage.
You have a leak somewhere in your circuit.

As first responder correctly stated, there should be no voltage between neutral and ground. Start by investigating the main breaker box; there should be a grounding screw which bonds the neutral bar to the ground bar, along with a connection from one or the other to a ground stake driven into the soil. If there is any voltage difference in the box, the grounding screw is missing or defective. Anything beyond this will require attention from a qualified electrician.

If the transformer isn't precise floor as on your case, there is not any go back route for the electricity. so that you're really hocking up basically one cord. There needs to be a go back route. Your installation is effective for sorting out yet no longer an effective wiring practice. EE, PE
