You mean the one you have to go to for the Mages Guild Quest? You have to go to Dark Fissure.
Once you get to that point, you'll have a map marker.
Also, if you see a beam of light coming down from the sky, follow it, it will lead you to a necromancer cave.

They are all spread out everywhere. You can distinguish a Necromancer cave by the outside of the cave. There is casually a corpse being hung, skulls being hung up around the door or a decorated coffin at the front. Not to hard to spot. I can't really tell you the actual coordinates to them though, but there are a lot of necromancers so just start walking around off paths and roads.

In the Heartlands, Moss Rock Cavern contains Necromancers, its North of the Imperial City. Many other Necromancer caves listed here http://planetelderscrolls.gamespy.com/View.php?view=Walkthroughs.Detail&id=3
