As long as the ground is not snow covered and not muddy you can prepare the soil by scratching it up with a garden rake. Do it at least 1/2 inch deep. Then you can plant the seed anytime now. It's too cold to germinate but it will just sit there until the soil temp hits about 52 degrees F. Then it will germinate. This will get the seed growing as early as possible. Once it germinates you can put on starter fertilizer.

You can start your grass seed as soon as the nights stay at 50 degrees or warmer. Be sure to water it twice a day with a hand held nozzle so you don't move the seed around or you will get clumps and bare spots. If your on a slope don't plant it until the rains are almost over or it will wash a lot of it down.

if global warming keeps going the way it is, soon it will be all year round.
it used to be about April.....but noting wrong with seeing how warm it gets during March....and if there's no sign of frost (and it's not constantly piddling down with rain)....try middle to late March if you want to get a head start this year.

although, you've not stated which country you live in, nor if you're north or south of the equator....or even on this planet.....you could be living on the moon...which if you are, might mean you'll have to wait until October.....
