It is a small fast wind which creates whorls(spirals) like a micro-tornado. If you call a person a whirlwind, it means (they might be small but) they have lots of energy. If in a place like school, restaurant or any other place, where there are a lot of people doing lots of things, you might say "there's a whirlwind of activity" Hope this helps
