It refers to February's struggle for 31 days like the majority of the other months. February has received unequal treatment its whole life by having only 28 days. Some genius (I assume it was Mr. Leap) decided to throw ol' February a bone and gave it an extra day every four years. This has not suppressed February's desire to become equal. February is sick and tired of being the weakest month of the calender year and consequently has gone on "The Quest For 31". Good luck February, I am rooting for you.
