from visiting both I would have to say off hand England has more.

Strange question.

England is so much bigger than the Netherlands. The Netherlands has only 16 million people! If with "black" you mean people of Sub-Sahara African or Afro-Carribean descent I suppose it has to be England because the general population is much bigger in England. Percentage wise? No idea!

I'd say about the same percentage. The blacks in Holland mainly are from the (ex-)colonies Surinam and the dutch Antilles. Also quite a few from Ghana.
