Books. Lots and lots of books. You can never go wrong with books, for a child of ANY age! Adults too, for that matter.
What a charming tradition you could start, if you bought her the first book in a series this year, and got her each subsequent book for the next several years! Did you like a particular series growing up? I was just obsessed with Laura Ingalls Wilder. Be sure to inscribe the cover of each book with the year and a special message from Mom.

I would buy her an outfit and a small toy (walmart or target has tons of toys for that age that don't cost an arm and a leg). Save your money for when she is older and asks for a specific gift. She won't remember this birthday anyways.

For my daughter's first birthday she got a huge elmo, clothes, and a corn popper. The corn popper is the one that makes a popping noise when they push it. My little one didn't use it at first but she loves it now.

if she already has lots of baby toys from Christmas, how about her first porceline doll to start her collection, [some are only about $15.] you can also give her a small toy she can play with now.

some people start little collections for their baby girls at this age - crystal animals, hallmark shoes, etc.
I always like rocking horses, little table and chairs, teaset...
you may think she is too young however, most other people will get her clothes and baby stuff - this way, your gift will last into their childhood.

you could start a charm bracelet and give her a new charm every year. or start a savings account in her name with the money you would spend otherwise. she'll need it later in life a lot more than she does now.
