The ancient Egyptians are regarded as the inventors of paper although it was made from Papyrus. As far as the paper we use today, not too sure.

Papyrus is an early form of paper made from the pith of the papyrus plant, Cyperus papyrus, a wetland sedge that was once abundant in the Nile Delta of Egypt. Papyrus usually grows 2-3 meters (5-9 feet) tall, although some have reached as high as 5 meters (15 feet). Papyrus is first known to have been used in ancient Egypt (at least as far back as the First dynasty), but it was also widely used throughout the Mediterranean region, as well as inland parts of Europe and south-west Asia.

The ancient Egyptians made papyrus out of rushes and it is from the word papyrus we get the word paper.
Over the centuries the quality of paper was improved in various nations.

The Chinese actually make it with rice flour.
I have actually seen it being made but wasn't told the mixture as it was a secret.

It was a small two man business that made speciality papers from the very finest rice paper to parchment grades

Origin of Paper - Broussonetia papyrifera

Paper was invented by the Chinese about 2000 years ago. Although humans had used other flat substances upon which to write, clay tablets, hide parchment, and papyrus, from which we get the word paper, none of these are truly paper. Paper is made of randomly oriented (a felt) plant fibers. According to contemporary records of AD 105, "Under the reign of Emperor Hi-Ti, Ts'ai Lun of Lei-Yang conceived of the idea of making paper from the bark of trees....

The paper was then used throughout the entire Universe." The tree was the paper mulberry, Broussonetia papyrifera. Although today the vast majority of all our paper is made from wood fibers, this paper was made from the bark, or bast, fibers. While not as cheap or as plentiful, bast fibers are much easier to process.

Either Egyptians who ofcourse made papyrus or the Chinese. Paper was considered the four great inventions of china. But i think the Egyptians were the first.
