if you know how you should build your own , then you get exactly what you want.(it's not that hard to do , and sometimes cheaper)

I work on computers for a living and the majority are Dells. Honestly the lower end Dells are not worth it in my opinion. If you do get a Dell the best route is to get their best warrantee/support so if anything goes wrong they will fix it. It will cost you more but in the long run, its worth it. I actually suggest HP or Compaq (they are the same company now). They are more reliable and their support is very good.
As for specs, it depends on what you want to use the computer for. The things you want to look for are hard drive storage, amount of RAM and CPU speed. Most everything else but CDRom drives are built into the motherboard (sound, video, ethernet cards) so unless you want something great, don't worry about those. Otherwise you'll be looking for these cards to be added. Hope this helps.

The absolute BEST computer is one that I worked on! The most important part of your computer is SOFTWARE, because the hardware will crap out with bad software allowing things such as Malware.
1. I would get a core duo processor.
2. 2 gigs of ram would be nice.
3. If money is no object, get scuzzy hard drives, which are much better than IDE but MUCH more expensive.
4. Have a good way to back up your computer such as an External hard drive. Seagate hard drives carry a 5 year warranty while Maxtor and Western Digital are only one year. You figure it out.
5. Again, if price is no object get 2 DVD burners.
MOST IMPORTANT GET Good software. It is easy to tell good software because, if it says MICROSOFT, that means 114,000 viruses will be attacking it. Get kubuntu at www.kubuntu.org and say goodbye to viruses. You could get by with nearly any hardware as long as the system was engineered to cool properly, but most prepackaged computers come with Microsoft.

The best computer is the one that WORKS.
They are all outdated garbage, that costs nothing but money.
Buy a computer today, tomorrow it is outdated, well we have to have as good as the next guy or girl, so buy a new one again.
Hey they have a camera, well we can't let that happen, off to buy a camera.
And on, and on, and on it goes.
Gee maybe Microsoft will let us use their operating system for a mere 300 dollars, but we won't own it, we only bought it. But, hey that gives us a cute little piece of round plastic that shines, well, will it still shine if we try to use it twice???

Probably a DELL XPS or Sony Vaio.
Get Core 2 Duo, Vista, at least 2 GB ram, 160 GB Hard Drive, 256 MB Graphics Card, the rest is up to you.
