Depends on what part of Tunisia you go to.
If you go to the south, you will definitely get a good tan. But if you stay in the popular tourist cities such as Monastir, Sousse, Hammamet, or Tunis, the weather is still too mild for a tan.
The weather in March is usually like spring in America. You have warm days mixed with some chilly ones. Average temperatures are between 18-23°C (64-73°F) and there may be some rain.

I suggest bringing some long sleeved (not too hot) & short sleeved shirts, some pants, shorts, a bathing suit (at the minimum you can swim in the hotel pool if the Sea is still too cold for your liking), a sweater or a light jacket, and an umbrella.
The nights are chilly due to the humidity which makes the cold go straight to the bone and makes it feel colder than it really is, so I suggest bringing something warm to sleep in at nights.
