Cuneiform= Writing. 1) Writing allowed Sargon to keep accurate records of his empire. 2) Writing allowed Sargon to communicate his word to all parts of his empire. 3) Writing allowed the law to be uniformly understood in his empire. While not many people could read and write- only scribes which became a very important occupation- the written word gave allowed for a much more organized and coherent infrastructure.

He could keep track of inventory, write down laws, deliver messages, receive messages, communicate with distant parts of the empire all at once without having to be there.

It created the possibility to keep records and pass along history in an other form than memory or speech.
In other words, it created responsibility and accountability
