It might be that you're just so super hot he can't help himself. Or that you're super ugly, and he can't help himself. Either way, get over it.

It is probably nothing. He may not even realize he his doing it. Many things guys do mean absoulty nothing. With girls, everything means something. He just may be in deep thought not noticing where he is looking.
But I wouldn't be rude about it. Just say "do what?" And he will be a little taken back, then say, "did you say something?" Then he will say "no." Then just play along like you mistakenly thought he said something to you. He will then get the idea that you thought you heard something you will suspect him for stairning at you.
