I think in some cultures it symbolizes viriility or male fertility. Nandi was Shiva's vahana (vehicle), and people sometimes pray to Nandi especially if they want to conceive a child.

I think you mean Taurus as a symbol. If you refer to the Greek mythology you will see this symbol in King Minos palace in Grete (Minoan Civilization) in the myth of the kidnapping of Europa etc. This symbol is widely used in the period of 4000 to 2000 BC and represents the 2000years of the astronomical era that the earth (our solar system) was passing through the Taurus star system. After that period it was the period of Aries (2000BC to 0) and to honour that astrological era they used the symbol of the ram. Like alexander the Great who used to be depicted in coins wearing the skull or the horn of the ram. Next is the period of Pisces, the symbol of Christianism is the fish. Now we are heading to the period of Aquarious.
