Is it a loose collection of servers or is there some central thing keeping it on. where's all this info stored and where's the infrastructure software that keeps it up?

If two people hooked up servers to a phone cable after the apocalypse, could they find or connect to eachother assuming the physical cables stayed intact?

Don't take eating a can of beans to figure that one out. If the physical cables are intact is one thing. But if you are able to get a connection then you could connect. See if a neutron bomb went off close by, the line would be intact but all the computer stuff to run your telephone call thru the "intact line" would be fried. So if nuclear bombs are going off they will disrupt services big time.

There's a server farm in Virginia that translates the text URL into an IP address, and knows where to find the computer you are connecting to. This is required for the internet to work. If you are on the same local network as another computer, the communication will still work even if the rest of the internet is down.
