Is there a standard pipeline or fling format or do you have to get an elected official on board to walk it through?

If I'm not mistaken, you have to start with a petition drive and have an excess of 250,000 signatures for it to be considered. You could also try to go on to Microsoft and in the download section, you can probably find a template for a petition; although I'm uncertain if they have any for political. But you can always download the template and reword it for your needs.

This would be my best guess.

You don't, that is decided through your congressman at elected posts. They decide.
