It's very cold here in NYC with snow, & I'm scared, & I feel much discomfort, & I'm shivering. I can't relax.

First, do some research on relaxation techniques on the internet. Next, take a warm or hot shower to stop shivering! You can't learn to relax if you're shivering! Once out of the shower, grab a warm fleece blanket and sip a hot drink. Take deep breaths and imagine yourself anywhere warm...and then complete the relaxation techniques. Call a friend and talk with her about your fears about being in the cold--or simply get your journal out and try to figure out any other reasons why you're scared of the cold (other than the most obvious safety reasons... Did something happen to you recently while in the cold?...etc.)

Move to Arizona. It's almost never cold here, and the cost of living is less than NYC (no nightlife tho).

Meditation. There is a woman who swims in freezing water for miles. She uses meditation to keep moving. If she can do it you can make your way to Macey's.
