I think it has to do with a country that can decide for it self. Without any "dictating" from other countries. Typical "Independence" in other words is not enough. Political Independence is also necessary.

Often times people get fed up with the way their party conducts itself on one major issue or in general and they do not subscribe to the beliefs of the other party they go out on their own in protest. Theodore Roosevelt was progressive. That is a strange word for Republicans. He did not agree with the strict party line that his successor William H. Taft was going with and so Teddy formed the Progressive Party with its symbol being a bull moose. Roosevelt was much like a bull moose. He could be stubborn, he was strong when he needed to be and gentle when he needed to be. He was a strong trust buster and helped bring the nation forward in eliminating child labor and improve the environement. Teddy Roosevelt is responsible for more land becoming parks than any other President. He was independent as he did not rely on the political bosses of his Republican party to tell him what to do or say. By the same token he wasn't about to become a Democrat either because, while he was a trust buster and reduced the size of the work day he was also in favor of the wealthy.

I would assume that you are referring to an idividual's political independence. If so, that would mean that one is free to choose whichever political party he/she wishes to join. Independents usually vote across party lines as they don't always agree with any particular party line. There are Dems and Repubs who vote across party lines as well since they also disagree with the complete party lines. Both major partys have alienated many of their members by cowtowing to a faction within the party. Depending on one's political philosophy, either party will meet most of the views of an individual.

Freedom of speech, of association, of assembly, of voting ect. These all must be guaranteed in the Constitution, thats my view.
