The rider has a weight W = 60 kg*9.8 m/s*2

That weight generates a torque of W*length of the crank arm.
T = W*.155 m

The torque is passed on to the wheel and the torque T can then be expressed as
T = F*.505/2 m

So F at the road is
F = T/.505 m
