Diesel engines still use combustion, but the combustion occurs because of the temperature of the compressed air rather than combustion caused by a spark.
As for cars running off of water—I'd love to see it, but that won't be happening in the immediate future. Nuclear fusion is your best hypothetical bet for a car that runs off water. Any other design is really a car running on hydrogen which requires some other power source to separate water's hydrogen and oxygen.

As other have stated, water doesn't compress, nor does it ignite like diesel. There have been some people who have claimed to have invented cars that run off of water, but closer examination showed that they separated the water into its' components, hydrogen and oxygen, and fueled the engines with the hydrogen. Since it takes a great deal of electrical (battery) power to separate out the hydrogen gas in the first place, the cars are not really efficient, economical or practical to operate.

You would need horrendous pressures to even compress water a tiny bit,,,there are no cars at this time which run off just water.
There are vehicles which can break water down via electolitic action to produce hydrogen (which they can then use as fuel)and have oxygen as the by product,,but they are in their infancy at this stage.

the laws of hydraulics,,fluids do not compress,they work by separating the basic elements of water,and one of them,both gases,are combustible
