However does not cut back on expenses, when I left in this May this one lady issued herself 8 paychecks in a spam of six weeks.
I believe justice will be served for fraud taking place but however, my employer did not take any measures to drop their expenses instead the expenses sky rocketed. Several employees are implicated with fraud right now.

Wouldn't a firm need some type of action the event there is lay offs within an organization?

You mention your employer has lay-offs but do not reduce their expenses. Additionally there are acts of fraud taking place which are causing further expenses. Presuming I'm interpreting your question correctly, a business would not need to take special action to control their expenses to prevent lay-offs.

There are many expenses a business has to deal with and when they find the need to cut expenses they look for what's going to benefit them the most. Unfortunately, personnel payroll is the easiest means of cutting their expenses. Haven't you ever wondered why Wal-Mart or Lowe's always seems to be understaffed? It's because they would prefer to operate with fewer employees than give up other services.

Understand also that each state has different laws pertaining to the firing/laying-off of personnel. It would be a good idea to research your states laws to see if there may be additional methods of protection. In my case, I live in the state of Washington. Washington has no protection governing employment. Anybody can be fired at any time, without cause, and any employee can quit at any time, again without cause. Additionally, there is no requirement for notification. So my boss can walk up to me today and say; "Guess what, I don't need you anymore so your fired." Another question would be whether you are part of a union. Unions often have lengthy contracts with employers that protect the employees from certain forms of layoffs.
