From my understanding, French Euro coins is widely circulated and distributed in the Principality of Monaco, and Italian Euro coins in both the Vatican and San Marino. These three microstates have their own Euro coins, but issued mainly for collector sets and the business coins rarely end up in general circulation due to their scarcity and are frequently hoarded by collectors. Official coin sets from Monaco, San Marino and the Vatican are very expensive; the cheapest is from San Marino with a minimum price of $550, and the most expensive is from the Vatican valued at $1,350 minimum(take the 2002 date for example). Unpacked mint coins from these three microstates are also expensive and are being offered around $250-$300 range per set. Even in circulated grades, they cost a lot. For your second question, I'd say no. I do not think you can order any of these 3 microstate Euro coins from Spanish banks. Try the coin shops instead, but be prepared for the kind of pricing I mentioned.
