your waste pipe is vented to your roof to prevent sewer gas build up. when the wind blows, it blows down the vent into your drainage system and causes the water to move

The toilet not only has a drain that carries the waste out of the home to the sewer or septic system, it also is tied into a vent which exits through the roof of the house. The vent serves a couple of purposes. One, it allows sewer gases to vent out of the pipes via the roof and not go into your living area and 2, when you flush a toilet the rushing water displaces the air that was in the drain pipe. The vent allow new air to be pulled in to replace the displaced air. Now to answer your question....when the wind blows over the top of the vent it causes the pressure inside the vent to change which in turns pulls or pushes the water in the toilet bowl causing it to move about in the bowl.

It is directly connected to a pipe on the roof. When the wind blows it can effect the water.

in case you flow outdoors and seem on the right of your roof you will see ABS plastic pipes sticking up. those are plumbing vents and whilst air passes over them it creates low rigidity that reasons the water to go on your rest room bowl.

Freaky, isn't it? I think it's because most houses are built to move a little with wind, so that they aren't totally destroyed by it.

becouse something makes it move, why does the ocean have a current and make waves on beaches?, its not becouse of fishes and boats its becouse the wind makes it move

Is your toilet outside? If so, I'd say the wind is moving the water.
