NO!! EXXON HAS NOT PAID YET!! I am a fisherman in Prince William Sound, Alaska and everyone's very mad about this. The Fishing industry was crushed when the spill happened and it is just now recovering. Exxon makes Trillions of dollars a day and they can't just pay the fine for what they did to the Alaska People and enviorment! So to answer your question, No they haven't.

Every oil company and every oil consumer is responsible for this. And to the cavalier responses of "accidents happen:" This is not an "oopsy." This is something that is going to have lasting affect on countless numbers people, animals, and ecosystems. Is it an accident that BP thought they didn't need to make starter relief wells as part of their emergency plan? Is it bad planning? I think it's more like corporate greed and hubris. I only hope that those who blow this off as a cost of doing business run their ultra-conservative, out-of-the-mainstream into the ground. Even right-wingers know that the way we've been conducting the energy business needs a complete overhaul. Boycotting BP will do nothing. The only real change is going to be in the way we envision our future, and our relationship with fossil fuels.
