the problem is there are rooms connected on a long hallway the water should circulate to all points and return to the hot water tank, but there are two rooms right next to each other one room the water gets hot the next not could there be a blockage or bad valve somewhere?

Recirc systems can be a real pain and I understand the frustration you are going thru. There are 4 possible causes to your problem.

(1&2) Technically the water should get hot if you let it run a minute or so. If it only gets tepid then a hot water valve is probably turned off or a balancing valve is not working or out of adjustment (used to choke down the recirc water flow speed or mix hot and cold to temper the water). Assuming your feeds run down the hallway, there should be a number of access panels in the ceiling. Each should contain 3 valves: cold, hot, recirc valve (may look like a slotted screw head or have a square head). The recirc valve is probably on if you are only getting warm water and the hot valve is probably off unless the balancing valve is wide open. A quick fix is to turn off the recirc valve and make sure the hot is on. It will take a few seconds for the water to get hot but you will get hot water. If demand is great on the entire system, the balancing valve or recirc valve can be choked down to force more hot water to the outlet.

(3) Alternately you may have a tempering valve close by with a large handle on it where you can dial in the temp you want. These require maintenance and adjustment periodically. If turning the handle towards hot doesn't work, its guts may need to be cleaned or replaced or its check valves may not be working.

(4) If the room next to you, or your room for that matter, has any of the following you may literally have cold water passing thru it and overpowering your hot feed. Mixing vavle, tempering valve, faucet with an adjustable hose or sprayer on it, bed pan washer, single pedal foot operated faucet, any fixture that has a valve of any type past where the hot and cold enter its body e.g. a shower where the shower head can be turned off independent of the faucet. Any of these could be the culprit and are very common sources of the problem you describe. Try turning any of them off (hot side, cold side or both) and see if that solves your problem. They may be improperly adjusted or installed and need to be addressed immediately.

Obviously your maintenance personnel have not been able to fix this but you may need them to do or check the issues I have raised. Good Luck!

There may be an error in the plumbing. All parts of the hot water circulating loop will be hot at all times if the pump is running properly, so if you are not getting hot water, the spigot is not connected to the hot water line. To verify, identify the hot water delivery line and the return line in the boiler room; both should be hot. If the return line is not hot, there is either a blockage or a problem with the circulating pump.

The water never gets hot? If this is the case replace the faucet the mixing valve is bad

If it was a mixing valve, the cold water would be migrating further, look for a clogged balancing valve.

One of two problems exists. 1) air in the heat exchanger/ radiator. 2) bad Taco valve .

If this is a heating system, you might have air in the line. Check the bleed off values
