For a child's first birthday I always found that getting them clothes is a good idea and can be cheap too. Places like Baby's 'r' Us often have entire outfits for $10 - $20. One thing you should always keep in mind when getting clothes for a child though is that they grow very quickly. When I purchase clothes for children of that age I usually will get two to three outfits. One for the current age, one for a few months from now and one for a little further in time then that. This way you are not only buying something that the parents can use for the child now but will have something to use in the future as well. Clothes are also a very practical gift for the parents as children are always making a mess of themselves and need changing often. A parent can never have to many outfits for their newborn.
Hope that helps.

Check out flea markets and things like that sometimes they sell good toys and usually at good prices, and if you can bargain or bring someone with you who can you can get an even better price. As for gift ideas, a toy lawnmower or one of those walker things go over pretty big and he'll love it because it will make it easier for him to get around and explore. Also you can't go wrong with a toy truck that makes noise when you push a button (the parents don't always like these but just remind them that the batteries will die eventually and they don't have to replace them when they do, usually works for me).
Have fun shopping.

Go to Wal-Mart or target. They have hundred of inexpensive toys perfect for a baby. I would suggest get a stuffed animal or a toy, they are fun to pick out and the baby will enjoy it. If you need help picking out something age appropriate, just check the side fo the box.
PS- It's always fun to get something that sings, because you don't have to listen to it play :)

if this is really your best friend and she knows you don't have much to spend she would probably appreciate a gift like pampers or formula. These are very practical gifts and you know these are things she would truly use. You could probably buy a package of both and would be just as appreciated if you bought her some expensive rattle that was cute and trendy, but her son never touched. As a parent, i love it when my friends give me practical stuff that my kids will actually use.

Kids that age like anything that involves their senses. You could get him a touch-and-feel book. I think you can find those at Target. You could get him rubber toys (blocks or cars) he could chew on (he's probably teething now too so that could help). If he's not walking yet, you could get him a push toy so he can start to learn. I think Border's is having a great sale on kids' books. They have Baby Einstein first words books. The kids in my class really like those too.

Ask if he needs anything, outfits, shoes, socks. . .
If he's okay on everything how about some big balls to play with outside, A coupon to take him to the zoo or childrens museum.

A one year old doesn't need much. A few pieces of clothing and an inexpensive toy are all they need...
