Buy a book on HTML and learn from it. You can also use an editor to help you make a website. You can always find someone and pay them. Then you have to buy a domain name and web space before you can even post your website. I've made quite a few websites for businesses. If you dont know what your doing your gonna need someone to help you because you don't want to buy stuff you really dont need.

There are so many options to create a web page. You can go with the templated options that GoDaddy.com offers. Last time I checked those come with the hosting account. They are cost effective and pretty easy to use. A lot of fun for a personal web page or what-have-you. You probably already have Front Page by Microsoft on your PC. If so, you can use that. You will need some hosting with Front Page extensions. Google has something called 'googlepages' Just do a bit of research and see what fits your needs best. =) Below are some recommendations for you:

first you need to register a domain name so you can have an exclusive web address, you can do this for under 10 bucks
second you need to find a hosting site for your site...there are many and usually charge a monthly or yearly plan.
Once you get hosting you will have access to the control panel of the site where you create the layout.
I suggest you get something like CoffeeCup HTML editor, which allows you to create the page and then provides you with the code to implement into your site.
Mostly you will just need to play around and learn as you go.

you need to try something a bit better than yahoo answers to learn how to build a website. it's harder than learning your ABC's.. however i don't know how difficult that was for you.
