If it is an internet explorer question, then the tools menu is one of the drop down menus at the top of the screen.

They wanted to say this: In Internet Explorer go to tools.
Let me answer your question.
Internet Explorer 7(maybe it's the same for other numbers just check it out)-> Tools(it's in in the main bar look for it above this website in this window) ->Internet Options ->you are in the General tab, look down and find Browsing History -> click on the button Delete then a window will appear above it. Click Delete Files, Delete Temporary (always check Yes button if you are sure you want to delete) Delete Cookies, and Delete Forms and Passwords if you want and if it is your PC. Every single button will have an explanation what it will do. Read them carefully. After all close the windows. And that's it.

That menu is located in Internet Explorer near the top left (by File, Edit, etc.).

If its in IE 6, its at the top of the Screen, along from File, edit, view, Faves etc
