That would be Speaker of the House, Nancy Pelosi.
She is learning all she can during her time in office to do just that. Most times the President and VP travel separately because of this fear that both will die at the same time. That is why they keep different schedules and fly and travel separately. It is only on occasion that both are in the same place and the same time and that is usually in safe places like the White House. They dont even go to the same events. If it is the rare occasion that they must they are heavily guarded.
Although it is rare, it can happen that we lose them both close to the same time. Our VP has bad heart disease and is on borrowed time. And our President could die by just riding his horse on his ranch. So many unknowns can happen and do therefore it is important to have a Speaker who can take over if the need arises.

If they both die at the same time, Nancy Pelosi. But if say Bush dies, then Cheney will be president, then he picks a VP and if he dies the VP he picked with be come president. If Cheney died right now, Bush would pick a new VP.
